Health care analysts discuss the prospects for SB 4, a progressive initiative seeking to expand health coverage to the undocumented. The bill puts final touches on the expansion of publicly funded health coverage to all children and youth and would also allow undocumented adults to buy with their own money health plans through California’s insurance marketplace without federal assistance. Is the federal government ready to provide special waivers for this state initiative?
