The Affordable Care Act seeks to insure millions of currently uninsured, low income adults through the expansion of the Medicaid program.  While California is one of 28 states that are expanding Medicaid, Texas, Idaho and others are planning to ignore the call to expand the coverage next year, forgoing billions in federal funds, and potentially leaving millions uninsured. How many will not get coverage? Who will be those people? What can they do?
