Dead While in Custody. Tucson police chief offers to resign over the death of Carlos Ingram López while being arrested in April. A video shows Ingram handcuffed and placed face down by cops. Tucson’s leaders did not accept the resignation. The chief has been seen in the past joining protests of the Black Lives Matter movement.
