Voter Initiatives.
On November 8, California voters will find one of the most crowded ballots in history. Analysts give a primer on some propositions, including one extending tax increases on the wealthy to help fund schools and healthcare; another one raising the tax rate for tobacco; one to continue fees on hospitals to fund Medi-Cal health care for children and the uninsured; one more makes it easier to release state inmates who show good behavior; and one more proposition would allow the return of bilingual education. In Colorado, voters will decide on an amendment to overhaul the healthcare system and create a tax plan to pay for health care insurance for all. Policy analysts delve on the arguments and identify the players involved in the debate around those initiatives.
