The US contracts hundreds of thousands of low-wage-earning migrant workers through “guestworker” programs. Mexican advocates claim these programs are ripe with abuse and retaliation at the hands of employers and contractors, just like during the infamous Bracero program of the 1940s, 50s and 60s that labor icon Cesar Chavez helped terminate. On Cesar Chavez Day, migrant advocates reflect on today’s H-2A programs.
