PROGRAM # 8799 12:00 PM PT

Mexico Edition.

Throughout Latin America and the Caribbean, thousands of girls, boys and teenagers are victims of family neglect, public insecurity, armed conflicts, drug trafficking networks and migration, causing them great suffering and even death, said the leader of the Network for the Rights of the Child in Mexico. He said that the worst is that the governments still do not meet their responsibility to protect the minors. Hence, the Inter-American Commission on Human Rights is developing a Transnational Protocol, both to protect migrant children and to clarify the obligations of governments. Regarding the case of the children who were presented as members of the Community Police in Chilapa, Guerrero, the expert said that regardless of the vulnerable situation in which these communities live, they incur a crime when they encourage the participation of minors in those activities. Martha Elena Ramírez hosts this program from Mexico City.

Guests: (recorded interview) Juan Martín PérezGarcía, executive director, Network for the Rights of the Child in Mexico, coordinator, Networking for Children Initiative in Latin America and the Caribbean; (audio segments) Dr. Elia Dimayuga Bruggeman, Superintendent of the Office of Public Education in Boston, former Undersecretary of Education in Minnesota, Mexico City.
