None of the 24 people who died from the explosion in the Pajaritos petrochemical plant Clorados III in Mexico, was a worker from Petróleos Mexicanos, but instead employees of companies that were sub-contracted by the company ICA-Fluor, who were not trained adequately to operate a petrochemical plant, according to an expert on the subject. The plant manufactured vinyl chloride, base material to make plastics. The energy reform allowed the entrance of private capital. Today, the former banker Antonio del Valle owns 56% of actions, while Pemex has 44%. 1,900 specialized technicians employed by the para-governmental company used to work there, but now there are only 733.
