California is now in its second year of a drought, and most of the West is under a mega-drought, and both are bracing for another devastating wildfire season. Gov. Newsom declared a drought emergency in two counties, as many expect the order to expand statewide soon. A water rights advocate talks about the foreseeable impact of the drought among low-income, rural communities. How to prepare for the dry conditions and the water shortage?
