In a step many immigration reform advocates see as encouraging, House leaders released new ‘standards’ that emphasize border security and include a legalization path for undocumented immigrants. However, the new standards do not say whether the undocumented could eventually earn citizenship. Will House Republicans translate this plan into immigration reform bills?
