California: Propositions and Education.

An education beat reporter examines the repercussions on the state’s public education system of three measures on the California ballot: Proposition 15, to fund schools through taxes on big business; Proposition 16, which restores affirmative action; and Proposition 18, which allows some teens to vote in primary elections. She examines arguments pro and con and reports on the political interests behind the debate.
