In what is called a historic vote, federal regulators approved changes to net neutrality rules, reclassifying broadband Internet service as a public utility. The rules treat quality Internet access as an essential public good. Telecom companies and Republicans in congress are vowing to fight the proposal, calling it a “plan to regulate the Internet.”
