Twenty states have raised the minimum wage starting in January, some through ballot measures. And while Republican control of Congress makes a federal hike unlikely, grassroots campaigns across the country shift their efforts to voters and local governments. Experts discuss these campaigns with a focus on migrant workers of various legal statuses in low-wage industries. They also discuss specific changes affecting migrant guest workers, as well as steps to ensure workers are paid a fair wage.
