After years of budget woes that resulted in massive spending cuts to education and social programs, California is finally enjoying a surplus and has some fiscal stability. At the same time, Democrats for the first time in years have unrestrained power to approve bills in the state legislature. How are Democrats using their newly-acquired supermajority power? Are they united in their plans to increase jobs, roll back spending cuts to education and health, and prevent future fiscal shortcomings?
