California is one of the states that expanded the public health insurance Medicaid, under the Affordable Care Act, to offer healthcare to more people who make much more than the federal poverty level. Almost two million people enrolled in the program, known as Medi-Cal in California. But the huge demand caused delays and more than 900,000 new applications are still pending.
