This week a California law went into effect that expands the public health insurance program Medi-Cal to include undocumented children from low-income families. Meanwhile, the author of this historic law is back at it in the legislature with a bill that would allow adults without papers to buy health plans on the state insurance exchange Covered California, though without a right to a subsidy.
