A young Latino legislator, running against a veteran opponent with 30 years of experience and extensive support from political circles in Phoenix, won, against all predictions, the Democratic candidacy for Congressman. Many give credit to young candidate Ruben Gallego’s strategy of mobilizing voters. How did Gallego get out the vote in an electoral district known nationally for its low electoral participation?
