Two immigration offenses, illegal entry and illegal re-entry, are causing a stratospheric rise in the number of cases of people who plead guilty in summary trials in Texas immigration courts and other points along the border with Mexico. Public Defenders in San Diego are looking for creative ways to help migrants not end up in jail or become saddled with a criminal record. Ruben Tapia has this report on their dedicated work.
