Only a few weeks before the deadline to buy health insurance under the Affordable Care Act, a Mexican-American woman in Los Angeles decided to make her house into a little registration center. Of her own volition, this woman found a pair of certified enrollment counselors and invited her family members and neighbors, most of them uninsured, who had not decided if they should enroll or pay the fine.
