California Increases Insured, but System Still Faces Uncertainty – After three and a half months of open enrollment, California is reporting a notable increase in the number of insured. Some credit the fact that the state government legally reestablished the fine for failing to have insurance and offered more subsidies to allow more Californians to purchase plans.
